In March 2024, six departments issued the "Notice", clarifying the scope of pre-made dishes, as well as the construction of standard systems, food safety supervision and other issues of concern to consumers.
The "Notice" clearly states that considering the wide application of the central kitchen model of chain catering enterprises, clean dishes, semi-finished products and finished dishes produced by themselves and distributed to their own stores shall comply with the laws, regulations and standards for catering food safety. Dishes made in the central kitchen are not included in the scope of pre-made dishes. At the same time, uncooked clean vegetables foods that are only processed simply after cleaning, peeling, slicing, etc. are edible agricultural products and not pre-made vegetables. Staple foods such as frozen noodles and rice, convenience foods, boxed lunches, rice dough, steamed buns, pastries, roujiamo, bread, hamburgers, sandwiches, pizza, etc. are not pre-made dishes.
In addition, the definition emphasizes that it can only be eaten after heating or cooking. Heating refers to the process of heating food to an edible state, that is, simple reheating of pre-processed and cooked products before consumption. Cooked food refers to the process of cooking food by stir-frying, frying, roasting, boiling, steaming, etc., that is, it is not fully cooked during the pre-processing stage and needs to be thoroughly cooked before it can be eaten. Ready-to-eat foods that can be eaten without heating or cooked, as well as cold dishes such as vegetables (fruit) salads that can be eaten directly are not pre-made dishes.
According to the Pengpai News, "According to current standards, meals delivered in central kitchens are not classified as pre-made dishes, which is significantly different from the concept of 'packaged, pre-processed foods, namely pre-made dishes' in general perception. The deviation between this standard definition and the inherent perception of the public may be difficult to be widely accepted by the public."

In the Chinese concept, people are more accustomed to freshly prepared foods and have a natural resistance to pre-processed or industrialized products, although there is no problem with quality.
The judgment of deliciousness and unpalatability falls within the category of personal taste, and enterprises can reasonably accept consumers' suggestions. Regarding the price issue, Xibei also responded to the reasonable pricing, which emphasizes the quality of its own ingredients and the value it provides. When pricing, catering companies will comprehensively consider multiple factors such as food cost, operating cost, and brand value.
