On September 10, the opening ceremony of Shenyang Volcano AI Data Industry Ecological Base was held in Huanggu District. Deputy Secretary of the Municipal Party Committee and Mayor Lu Zhicheng attended the meeting.

Shenyang City is one of the first batch of data labeling base construction cities in the country. It is currently thoroughly studying and implementing General Secretary Xi Jinping’s important expositions on the development of the digital economy, implementing the spirit of General Secretary Xi Jinping’s important speeches and important instructions during his inspection in Liaoning and Shenyang, taking the digital economy as the core engine of transformation and development, continuously optimizing policy supply, integrating industrial resources, building public platforms, strengthening talent recruitment and education, and making every effort to create a hotbed of digital innovation. Huanggu District has rich scientific and educational resources and profound cultural heritage. In recent years, focusing on the construction of the "Northeast Digital Economy Innovation and Development Demonstration Zone", we have adhered to the path of "leader-driven, chain-owner leadership, platform empowerment, and industry-education integration" to continuously activate the value of data elements, forming a full-chain industrial system covering data collection, cleaning, labeling, and algorithm training.

As the pioneer of the industry, Douyin Volcano Engine has reached the international leading level. This AI ecological base jointly built with Huanggu District, integrating data collection, labeling, circulation and application, is the first large-scale high-end data annotation project in the country. The base is committed to filling the ecological gap of high-end artificial intelligence data industry, and will effectively promote the standardization and scale development of regional data labeling industries, promote the deep integration of the digital economy and the real economy, and provide strong support for Shenyang to build the "No. 1 Digital City in Northeast China".

At the base opening ceremony, Huanggu District released the data labeling industry scenario. Six enterprises in the data labeling field signed contracts and settled in the base. Industry experts from Douyin Group’s Data Model Service Center and Renrui Talent Technology Group gave a live speech, sharing the development trends of the data labeling industry and the practical experience of the enterprise.

City leader Liu Kebin delivered a speech, and Yu Zhenming attended. Zhao Wenjie, Vice President of Volcano Engine, attended the meeting, and Wang Zheng, General Manager of Volcano Engine Public Service, delivered a speech.
