On September 10, the adaptive training for retired soldiers in Zhao'an County, Fujian Province in autumn 2025 was officially opened in the conference room on the second floor of Lingbo (Zhao'an) Hotel. The training was jointly organized by the County Veterans Affairs Bureau, together with the County Party School, the National Security Bureau, the Justice Bureau, Zhao'an General Hospital, and the County Red Cross Society. It strictly follows the "Veteran Guarantee Law of the People's Republic of China", "Velucidated Military Resettlement Regulations" and the relevant deployment requirements of the national, provincial and municipal veterans affairs departments. It aims to help self-employed retired soldiers successfully complete the identity, role and occupation transformation from the troops to the local area, transform the excellent qualities tempered during their service into competitive advantages for employment and entrepreneurship, and inject "camouflage momentum" into the development of various undertakings in their hometown.

At the opening ceremony, Chen Zizhi, deputy director of the Zhao'an County Veterans Affairs Bureau, made an inspiring speech. He emphasized the need to thoroughly implement the spirit of the National Department of Veterans Affairs (Director) Directors' Meeting in 2025, firmly grasp the work requirements of "actively build a platform for doing things and starting businesses, and continuously improve the quality of resettlement", and help retired soldiers adapt to the pace of local development as soon as possible through distinctive, refined and targeted training services. It is reported that this training carefully set up 7 modules in total 80 hours of content, covering the party’s political theory knowledge, legal knowledge, psychological adjustment guidance, security and confidentiality education, emergency rescue training, local situation introduction and employment and entrepreneurship training, and relevant policies and regulations for retired soldiers, etc., forming a comprehensive training system of "policy interpretation + skills improvement + psychological counseling + practical guidance".

At the training site, retired soldiers wearing camouflage uniforms were full of energy and carefully recorded the key points of the training. Instructors from the County Veterans Affairs Bureau and the Justice Bureau combined real cases to interpret the relevant provisions of independent employment in the "Veterans Resettlement Regulations" in an easy-to-understand manner to help students clarify their own rights and interests; the medical team of Zhao'an General Hospital teaches emergency rescue skills such as cardiopulmonary resuscitation and trauma bandage step by step through simulation operations. "These legal knowledge and first aid skills are very practical. They understand the law and know first aid. They will come in handy when they return to the community in the future." Kobayashi, who had served in the health team for five years, was practicing bandaging techniques while sighing, "Mysterious adjustment classes have also benefited me a lot. I was always worried that I could not keep up with the local rhythm before, but now I have learned to adjust my mentality and have more confidence in my future employment and entrepreneurship."

In the training, the local situation introduction module focuses on Zhao'an County's industrial development plan and key projects for rural revitalization, and guides retired soldiers to combine personal development with hometown construction. "After listening to the interpretation of e-commerce entrepreneurship policies, I plan to use the communication technology I learned in the army to return to my hometown to open an agricultural product e-shop and sell our Zhao'an's green plum products to all over the country." Xiao Shen, who holds the third-class merit medal, shared in the group discussion. He said that the training not only allowed me to understand local support policies, but also found an entry point for transforming military skills into entrepreneurial advantages.

According to the head of the County Veterans Affairs Bureau, this joint training of multiple departments is an important measure for Zhao'an County to deepen the construction of the veteran service guarantee system. In the next step, Zhao'an County Veterans Affairs Bureau will also work with the human resources and social security and financial departments to carry out employment guidance and entrepreneurship assistance, establish a training effect tracking and feedback mechanism, help retired soldiers better integrate into local society, continuously stimulate the enthusiasm for doing things and starting businesses, and continue to write the glory of soldiers in the new journey of high-quality development of Zhao'an.
