On September 11, the Internet Information Department investigated and dealt with the case of Xiaohongshu platform destroying the Internet ecology in accordance with the law to attract attention from all walks of life.
The State Internet Information Office issued a notice on the same day showing that recently, in response to the failure of the Xiaohongshu platform to implement the main responsibility for information content management, many bad information content such as hype celebrity personal news and trivial entries were frequently presented in key links of the hot search list, which destroyed the network ecology problem. The State Cyberspace Administration of China guided the Shanghai Cyberspace Administration of China and in accordance with the relevant provisions of the "Regulations on the Ecological Governance of Network Information Content", the Xiaohongshu platform has adopted measures such as interviews, ordering them to correct within a time limit, warning, and strictly dealing with the responsible persons.
After the announcement was released, some articles of analysis of the incident appeared online, believing that although the news and trivialities of which star were not clearly stated in the announcement were identified as hype content, many netizens speculated that the mainland actress Zhao Lusi, who has been frequently broadcast live on Xiaohongshu recently and has a high-profile topic, may be related to it.
It is understood that Zhao Lusi was born in 1998 and is a well-known domestic film and television actor. On August 2 this year, Zhao Lusi publicly accused the brokerage company Galaxy Cool Entertainment Media of long-term exploitation, breach of contract and infringement of its rights and interests, and committed acts such as arbitrarily deducting 2.05 million yuan in compensation, depriving the studio of its operating rights, threatening and banning. The incident has sparked long-term heated discussions online.
Public reports show that on August 3, star Zhao Lusi opened an exclusive live broadcast on Xiaohongshu, and it was broadcast for five consecutive days. On the evening of August 7, Xiaohongshu's popular topic was #Zhao Lusi Comes to Xiaohongshu Live#, and there are 3 related topics in the top ten. Among the hot searches on Weibo at the same time, only one was related to Zhao Lusi. In the same month, Zhao Lusi announced that she would cancel her Weibo.
Zhao Lusi quickly attracted a large number of fans on Xiaohongshu's live broadcast. After two days of live broadcast, the fans exceeded 20 million. On August 5, Xiaohongshu's official account "Superstar Potato", which is responsible for star operations, posted a special post on congratulations. As of press time, Zhao Lusi's fans on Xiaohongshu have reached 23.185 million, surpassing Fan Bingbing with 17.36 million fans.

Before being punished by the Shanghai Cyberspace Administration of Information, Xiaohongshu's affiliated company Xingyin Information Technology (Shanghai) Co., Ltd. (referred to as "Xingyin Information") was punished many times for content issues.
In April 2023, Xingyin Information was fined 35,000 yuan by the Shanghai Municipal Bureau of Culture and Tourism in accordance with the law for violating the provisions of Article 24, Paragraph (9) of the "Regulations on the Management of Online Publishing Services". The provisions violated by the company clearly stated that online publications shall not contain content that endanger social morality or the excellent cultural traditions of the nation.
In January 2022, Xingyin Information was fined 300,000 yuan by the Huangpu District Culture and Tourism Bureau of Shanghai. The specific reason was that users found that they published and disseminated information containing content that endangered the physical and mental health of minors. They did not immediately stop transmitting relevant information, and deletion, blocking, disconnection of links and other treatments were taken.
In response, Xiaohongshu responded at the time that the punishment was due to the missed review of minors mentioned in CCTV reports in December 2021. It is understood that CCTV reported at the time that there were videos in Xiaohong Book that clearly leaked the physical privacy of minors. In addition, among the short videos containing minors, there were a large number of user messages and barrage, and some of them had strong sexual hints.
